Larry R. Doyle

Chief Executive Officer

Larry Doyle has led the Farm Credit Bank of Texas since March 2003, when he was named chief executive officer.

Previously, he was executive vice president and chief operating officer of AgFirst Farm Credit Bank in Columbia, S.C. During his five years in that position, he oversaw the bank’s operations, lending, finance, legal and information management departments.

Doyle currently serves on the executive and business practices committees of the Farm Credit System Presidents Planning Committee. Doyle also serves on the National Council of Farmer Cooperatives Executive Council.

He is a native of Horry County, S.C. He earned his bachelor of science degree in business administration, banking and finance, and his MBA in finance from the University of South Carolina, Columbia.

Amie Pala

Chief Financial Officer

Amie Pala is the chief financial officer of the Farm Credit Bank of Texas. She is responsible for finance, treasury and cash operations, interest rate risk management, debt, derivatives and capital issuance, financial planning and analysis, investment portfolio and liquidity management, accounting and financial reporting, loan accounting operations, Sarbanes Oxley and internal controls over financial reporting. She serves on national committees including the Farm Credit System financial disclosure committee and the System’s capital workgroup.

Previously, she was vice president and treasurer of the bank. Before joining the bank, she worked for American Express and First City National Bank.

Amie holds a degree in finance from the University of Texas and an MBA from the University of Dallas. She is also a certified international cash manager (CERT-ICM) with the Association of Corporate Treasurers.

John Sloan

Chief Credit Officer

John Sloan is the chief credit officer of the Farm Credit Bank of Texas. He is responsible for the bank’s credit division, which includes capital markets, association direct lending, business systems, and risk management and credit operations.

Previously, he was vice president and unit manager of the bank’s Association Direct Lending Unit (ADLU) for four years. Sloan joined the bank in 2010 as a vice president and relationship manager, and from August to November 2012, he served as acting CEO of Ag New Mexico. Prior to joining Farm Credit Bank of Texas, he had 20 years of Farm Credit experience, including eight years as vice president of agribusiness lending at Farm Credit Services Southwest in Arizona.

Sloan earned a business administration degree from New Mexico State University and an MBA from Arizona State University’s W.P. Carey School of Business. He is also a graduate of the Western States School of Banking at the University of New Mexico.

Nanci Tucker

General Counsel

Nanci Tucker is the general counsel for the bank and leads the corporate affairs department. In this role, she provides advice and counsel to board of directors and management, and serves as corporate secretary for the bank.

Tucker joined the bank in 2018 with 25 years of experience managing legal departments for banks, other regulated financial institutions and technology companies based in Austin. She was most recently chief legal and compliance officer for the Texas Guaranteed Student Loan Corporation. Tucker’s experience includes working with boards and senior management on a range of matters, including business growth solutions, regulatory compliance programs, complex commercial contract negotiations, and advising on the acquisition and sale of technology solutions.

Tucker holds a bachelor’s degree in English from the University of Colorado and a Juris Doctor degree with honors from the University of Houston Law Center.

Michael Elliott

Chief Information Officer

Michael Elliott is the chief information officer of the Farm Credit Bank of Texas (FCBT). In this capacity, he is responsible for core technology activities including computing services, connectivity services, application development, information security, compliance, disaster recovery planning, enterprise architecture, monitoring, change control, and issue and problem management. Previously, he was vice president of information technology.

In 1999, Elliott began his Farm Credit career in the FCBT information technology department, where he has served in various areas, including software development, project management and business analysis.

Prior to joining Farm Credit, Elliott worked in a number of different industries developing and implementing software packages for global Fortune 500 companies in Africa, Europe and the USA. He studied information technology at Cape Peninsula University of Technology in Cape Town, South Africa. He also served in the South African Army before becoming involved in the software industry.

Stan Ray

Chief Administrative Officer

Stan Ray is chief administrative officer for the Farm Credit Bank of Texas. In this role, he oversees the bank’s human resources, marketing, communications, event coordination, government relations and administrative services teams. Previously, Ray was vice president of marketing and corporate relations. He joined the bank in 1995 as vice president of legislative affairs.

Prior to his Farm Credit employment, Ray worked in Washington, D.C., as legislative assistant to a U.S. congressman. He went on to hold the position of staff director for two different congressional subcommittees in the U.S. House of Representatives.

Ray is president of the Texas District Farm Credit Council and a board member of the Texas FFA Foundation, the Texas Agricultural Cooperative Council and Rodeo Austin. In addition, he represents the Texas Farm Credit District on the Systemwide Reputation Management Workgroup and the Farm Credit Benefits Alliance Plan Sponsor Committee.

Ray grew up on a ranch in West Texas and graduated from Texas Tech University with a degree in agricultural education. While working in Washington, he earned his master’s degree in international transactions from George Mason University and studied abroad at the University of Oxford. In addition, Ray holds an MBA from Baylor University.

Nisha Rocap

Chief Audit Executive

Nisha Rocap is the bank’s chief audit executive, who oversees the activities of the internal audit department and the credit review function for the Farm Credit Bank of Texas.

In her current position, Rocap is responsible for assessing level of risk in bank activities to ensure sufficient audit coverage, and works closely with the bank’s audit committee. Her department facilitates the Farm Credit Administration’s examination process and works with external auditors.

Rocap is a Certified Public Accountant in Texas, Certified Information Systems Auditor and Certified Internal Auditor. Prior to joining the bank, she spent 16 years in public accounting. She was most recently a risk assurance director at PricewaterhouseCoopers in Austin. She began her career at Arthur Andersen.

Rocap holds bachelor’s and master’s degrees from the University of Texas at Austin in accounting, with a minor in management information systems.
